It's not great, Feinstein and Specter are suggesting ballots mailed into the NLRB to replace card check, but it would move the bill along, and might get the bill into 60 vote territory.

There may also be some changes to the arbitration.

I think that Specter, facing a likely primary challenge from Sestak, and possibly others, is desperate to find a way to not have labor campaigning against him.
