It is Simchat Torah (שִׂמְחַת תּוֹרָה), where Jews celebrate the annual cycle of the Torah. We go from the last chapter of Torah, Deuteronomy (דְּבָרִים), to the first chapter.of Genesis (בְּרֵאשִׁית), and restart the cycle.
It's the kind of the Jewish version of, "Be kind, rewind," (That quote is a boomer thing) only it involves dancing with he Torah scrolls, and a fair amount of drinking.
