This is why police states are corrosive to public order in the long term.

Police and prosecutors do not have an institutional imperative to catch the bad guys, they have an institutional imperative to close cases and get convictions respectively.

To the degree that we pervert public policy for the ease of these actors, we are creating a literal police state, and those never end well.
