Something that I Missed in the Election

In both Maine and Washington State, voters rejected a so called "Taxpayer Bill of Rights" (TABOR) which place limits on future spending and taxes.

My guess is that a lot of that is because people knew that this would cause cuts immediately, as opposed to the situation in good times, when there is a surplus that makes everything look good while you eat your seed corn.
