Have you ever heard the concept of splinter camouflage? It was devised during WWI, and rather than obscuring a potential target, it rather adds information that makes determining information more difficult. (See left, Zebras are a classic example)
It seems to me that the way to combat the increasing use of surveillance is through poisoning the data that they receive, rather than attempting to avoid that data gathering.
