JSF Program Management "A Debacle"

In the Aviation Week "News Breaks" Section (Sub required), it appears that the Pentagon is looking at options to rebuild their program management reserve for development.

They are looking at a number of ways to reduce costs, including cutting test aircraft, which seems to indicate that there are some very real budget problems there.
